The buffer files are random files Medilink uses when reading/writing to the ParadoxSQL database. They are in the root of MEDILINK32BNT. They are BIN00000000 and DATA00000000 (the zeros are random hexadecimal characters). They are just plain files with no extension. They can be deleted or moved (make sure not to move/delete the actual BIN/DATA folder).
